In accordance with the China Commodity Import and Export Inspection Law and its implementing regulations, AQSIQ decides to carry out cotton registration management for overseas cotton suppliers exporting to mainland China in order to strengthen inspection and quarantine supervision and management that prevent taking low-quality cotton products as fine and adulterated products and guarantee the quality of imported cotton.

1. Cotton suppliers applying for registration must be subject to the following conditions:

(a) The company is legal in the country or region where it is located

(b) The company has a processing site and a certain scale of operation

(c) The company has a stable source of supply and has quality control measures for the cotton raw material that is supplied.

(d) Familiarize yourself with China’s inspection and quarantine regulations and relevant cotton trade requirements.

(e) Previously had no serious quality problems, harmful substances, no record of serious consequences in the cotton trade.

2. Foreign cotton suppliers must submit written documents to AQSIQ in Chinese or Chinese and English when applying for cotton registration:

(a) Foreign Suppliers of Export Cotton Apply for Registration

(b) The business registration documents that are effective and legal

(c) The basic materials for the supplier’s production, operation, and quality control.

(d) Other relevant documents required by AQSIQ

3. Once the submitted documents meet the requirements, AQSIQ will accept the cotton registration application and inform foreign suppliers.

Additional documents, if required, must be submitted within the first 5 business days. If applicants are unable to submit supplements within 20 business days, the application will be abandoned.

4. A team of inspectors appointed by AQSIQ will perform the evaluation of the application of foreign suppliers in two months. If necessary, they will screen applicants at the scene. On-site evaluation includes processing capacity, quality control and management, inspection, packaging, storage management, etc.

5. Applicants will be registered with AQSIQ Cotton after screening if they meet all requirements. AQSIQ will issue the cotton registration certificate and notify the applicant. If you do not qualify, the applicant will not be registered and will only be able to reapply after two months.

6. The AQSIQ Cotton Registration Certificate is valid for 3 years.

Registered companies must request the renewal of the application 3 months before it expires. For change of information, registration holders may submit a request for change of registration information.

7. If the application documents are not truthful after inspection, the applicants will not be registered or the registration qualification for registered applicants will be cancelled.

When registered foreign suppliers export cotton to China, the importer in China must provide the foreign supplier’s registration certificate to the port of entry quarantine and inspection agency. Upon arrival, the goods may be inspected at the port of destination.

If foreign cotton suppliers are not registered, the importer must contractually agree to pre-shipment inspection. The inspection agency, designated by the quarantine and inspection organization or AQSIQ, will carry out the inspection before shipment. When the goods arrive, the inspection and quarantine agency will carry out the inspection at the port of entry. Basic information from the foreign supplier and a declaration of qualified products are required during the entry inspection.

AQSIQ conducts an assessment of the quality rating and credibility of overseas cotton suppliers based on actual arrival quality. Credit evaluation and inspection management refer to the relevant standards.
